PURPOSE
According to the prescribed policies and procedures of the organization including all applicable federal, state and local regulations and under the general supervision of the Vice President of Operations the Acquisition Regional Manager assumes responsibility for operational and financial aspects of each assigned property and meeting company goals in those areas while supervising Property Managers to meet the same company goals.
ESSENTIAL FUNCTIONS
- Spearhead all aspects of transitioning new properties into the National Church Portfolio.
- Onboard and stabilize new sites to meet National Church Standards within 6 months.
- Attend all acquisition meetings.
- Interview, hire, and train new employees.
- Emphasize and achieve National Church’s Key Performance Indicators (KPIs) at acquired sites.
- Communicate with residents throughout the acquisition process.
- Prepare and manage budgets and financial aspects of properties, including newly acquired sites.
- Prepare and document annual operating/capital improvement budgets.
- Analyze financial statement activities to maintain operational performance within budget.
- Prepare weekly, monthly, and quarterly financial reports.
- Work with HUD, Owners, State Agencies, and Boards of Directors to convey operational reports and budgets.
- Communicate with HR, Development, and Asset Management departments on acquisition processes.
- Ensure properties operate within HUD and LIHTC rules.
- Comply with company policies and procedures, fair housing laws, state landlord and tenant laws, and LIHTC section 42 rules.
- Operate within HUD guidelines and resolve management issues with regulatory authorities and owners.
- Ensure waiting lists, resident files, and other documentation comply with HUD and LIHTC rules and regulations.
- Maintain occupancy levels and foster good owner and resident relations.
- Perform or oversee marketing and leasing functions to maintain budgeted or greater occupancy.
- Implement effective resident retention programs.
- Develop and maintain good relationships with owners, partners, and Boards.
- Attend Board meetings, fulfill reporting requests, and provide regular informational updates.
- Supervise employees and manage properties effectively.
- Administer time and attendance, performance evaluation, and disciplinary documentation.
- Hire, train, supervise, develop, recognize, and terminate supervised employees.
- Assist Property Managers with site-level employees.
- Approve all new hires, status changes, and terminations for on-site personnel.
- Perform miscellaneous and specially requested tasks.
- Ensure all residents and staff are treated with respect and dignity.
- Report complaints made by residents and/or families to appropriate supervisors.
- Report allegations of abuse, misappropriation of funds/property, and corporate compliance items immediately.
- Establish and coordinate communication systems among Property Managers and the Central Office.
- Maintain effective communication, coordination, and working relationships with residents, co-workers, owners, management, community leaders, vendors, and service providers.

- Must adhere to all policies, procedures, terms and conditions set forth in the National Church Residences’ Employee Information Guide (EIG), the Code of Conduct, as well as any facility handbook, including but not limited to, corporate compliance, drug free workplace, safe work practices, all federal, state, local regulations and laws.
- With respect to Resident Rights, ensure all care is provided with respect and dignity for the residents/clients, their families and the staff. Reports all complaints made by residents/clients and/or families to the appropriate supervisors, reports all allegations of abuse, misappropriation of funds/resident property and/or any other corporate compliance, drug free workplace, safe work practices, all federal, state and local regulations and laws.
- Completes all annual education requirements timely, including but not limited to Compliance, Privacy, Security and HIPAA training and exhibits behavior as set forth by the Code of Conduct in the performance of their duties.

JOB SPECIFICATION SHEET— Acquisition Regional Manager
Education: Bachelor’s degree or equivalent.
Experience: Knowledge of apartment property management normally acquired by five years supervisory experience, including two years on-site property management.
Mental: Must have excellent communication, comprehension, and interpersonal skills. Must have the ability to speak, read, write and understand English, as well as the ability to make self-understood.
Skills: Must have good computer skills with basic professional computer software (Microsoft Office suite, Windows, etc.) and the capacity for learning new software systems quickly. Must be self-directed with excellent organizational skills and the ability to manage tasks and assignments concurrently. Must be able to successfully lead others in an environment of complexity. Must have strong motivational skills and a high emotional intelligence quotient (EQ). Must have strong supervisory, personnel management and organizational skills.
Travel: Some travel to acquisition sites and to properties within assigned region.
Licensure: Certified Property Manager Designation or candidate status preferred.
Vision: Normal: Consistent with standard workflow.

Working Conditions: Office based. Due to occasional work in long term care facilities, exposure to some disagreeable conditions such as noise, odors, illness, infection and physical contact with disruptive residents.
Consequences of Errors: Substantial. High monetary responsibility.
Supervision Received: General supervision: Employee generally operates by himself/herself checking with supervisor when in doubt.
