Assistant Manager Fire Life and Safety

Responsibilities:

Assist the manager to lead and govern fire and life safety functions. Emphasis placed on the commercial and procurement activities needed to support Qiddiya’s fire and life safety framework agreements. Excellence in this role is critical to the smooth and effective work of the third party review consultants and their work across Qiddiya for asset development and land servicing priorities.

  • Lead the development and issuance of RFPs in coordination with the FLS manager.
  • Support and lead technical-commercial negotiations with bidders.
  • Manage and track service orders.
  • Monitor contractual compliance of consultants.
  • Maintain framework agreement governance.
  • Ensure audit compliance with procurement policies.
  • Track all FLS projects and submissions timelines.

Core deliverables:

  • Optimum utilization of Qiddiya’s fire and life safety framework.
  • Negotiated agreements at the framework-level and service order-level.
  • Timely review and approval of framework scopes and invoices.
  • Fire and life safety procurements conducted in accordance with Qiddiya policies.

Requirements:

  • Bachelor's degree in engineering (fire protection, civil, mechanical, or related field), business administration, supply chain management, or a related discipline.
  • Minimum of 5–7 years of relevant experience in procurement, contracts management, or commercial administration, with exposure to fire and life safety (FLS), fire protection engineering, or built environment/construction projects — preferably within large-scale giga-projects or master-planned developments.
  • Strong understanding of procurement processes, RFP development, framework agreements, and contract governance, with familiarity with fire and life safety codes, standards, and third-party review/consultant processes (e.g., NFPA, IBC, or relevant local/international fire safety codes).
