Job Summary:

We are seeking a highly qualified BPA Manager / Senior Project Manager to serve as designated Key Personnel supporting the Federal Emergency Management Agency (FEMA) Grant Programs Directorate (GPD) under the Grant Programmatic and Technical Services (GPATS) BPA. The BPA Manager owns overall BPA performance, serves as the primary interface with the FEMA Contracting Officer (CO) and Contracting Officer Representative (COR), and leads integration of complex, multi-disciplinary teams supporting grants management, tracking/reporting, and administrative support across GPD's four offices.

Responsibilities and Duties:

  • Own overall performance of the GPATS BPA, including deliverables, staffing, work standards, schedules, cost, and budget management across all task/BPA call orders.
  • Serve as the primary point of contact and 2-hour-response interface for the FEMA CO and COR.
  • Lead and integrate multi-disciplinary project teams across Grant Program Planning & Administration, Tracking/Reporting & Technical Support, and General Business Administrative & Meeting Facilitation Support.
  • Develop and maintain the BPA Management Plan, monitor quality assurance, risk, and performance across all labor categories and task orders.
  • Oversee Transition-In and Transition-Out activities to ensure continuity of grants management support to GPD.
  • Manage program funds, resources, and staffing plan execution, including resolution of staffing gaps and key personnel changes in coordination with the CO/COR.

Qualifications and Skills:

  • Minimum education: Bachelor's degree in business, public administration, or related field
  • Minimum experience: 10 years of relevant program/project management experience, including managing multi-task-order contracts or BPAs supporting federal grants management programs.
  • PMP certification preferred
  • Preferred experience serving as the primary interface with the Contracting Officer (CO) and Contracting Officer's Representative (COR) for the life of the BPA.
  • Demonstrated ability to respond to government inquiries within a 2-hour window as required by the BPA Management Plan.
  • Ability to obtain and maintain DHS/FEMA suitability and complete required agency training as directed by the COR.
