HSE Superintendent, Quality Assurance Department 1 (LNG)

1. Role Purpose

To support the HSEQ & Audit Division in the effective implementation of the Company’s HSE management framework across ship-management activities, with primary responsibility for supporting FSRU project or new build LNGC project during project development, pre-delivery, commissioning, operational readiness and subsequent operations.

The role will provide dedicated HSE coordination for FSRU project or new build LNGC, including project-specific regulatory requirements, Safety Case/MHI activities, operational safety, emergency preparedness, management of change and integration with the Company’s Safety Management System (SMS).

As part of the wider HSEQ & Audit Division, the Superintendent will also support fleet and other ship-management HSE activities as assigned, including vessel support, incident management, risk assessment, audits, inspections, safety initiatives and operational assurance.

During the initial induction period, involvement in wider MOLGSM ship-management activities will be encouraged to develop familiarity with the Company’s fleet operations, unified SMS, HSEQ governance and internal working arrangements.

2. Key Responsibilities

A. FSRU Project HSE Coordination

• Act as the HSEQ focal point for routine FSRU project matters.
• Coordinate HSE activities during project development, construction, pre-delivery, commissioning and operational readiness.
• Participate in project HSE meetings, workshops, risk studies and readiness reviews.
• Coordinate and monitor HSE actions arising from project meetings, audits, studies and regulatory reviews.
• Support project-specific Management of Change (MOC) activities.
• Work closely with Marine, Technical, crewing and other relevant functions to ensure appropriate HSE input throughout the project.

B. Safety Case, MHI & Regulatory Requirements

• Support MOLGSM’s involvement in meeting applicable Singapore Workplace Safety and Health Act (WSHA) and Major Hazard Installation (MHI) requirements.
• Coordinate MOLGSM operational and SMS input for the FSRU scope of the Safety Case and associated MHI requirements.
• Participate in relevant safety studies and workshops, including:

o Major Accident Hazard (MAH) Register;

o Safety Critical Elements and Performance Standards (SCEPS);

o Safety Critical Task Analysis (SCTA);

o HAZID / HAZOP; and

o other applicable project risk studies.

• Support follow-up of actions and recommendations arising from Safety Case and regulatory activities.
• Coordinate with the project organisation, consultants, Classification Society and relevant authorities on assigned HSE matters.

Formal ownership/accountability for the MHI Safety Case within the FSRU’s scope and associated regulatory obligations shall remain in accordance with the established project governance and responsibility matrix.

C. SMS & Project-Specific Procedures

• Review the interface between MOLGSM’s unified SMS and FSRU-specific operational and regulatory requirements.
• Identify requirements requiring project-specific procedures, supplements or bridging arrangements.
• Support development and review of procedures covering areas such as:

o LNG transfer and regasification;

o gas send-out;

o SIMOPS;

o permit-to-work;

o isolation and reinstatement;

o abnormal and emergency operations;

o contractor management; and

o other FSRU-specific activities.

• Ensure project-specific requirements are appropriately integrated with the Company’s overall HSEQ management framework without unnecessarily affecting fleet-wide procedures.

D. Emergency Preparedness & Terminal Interface

• Support development and alignment of the FSRU–terminal HSE interface.
• Review ship-shore emergency response arrangements, communication and escalation protocols.
• Support emergency preparedness exercises and validation of project-specific emergency procedures.
• Coordinate alignment of incident notification, reporting and investigation requirements between MOLGSM, terminal/charterer and applicable regulatory requirements.
• Support development of bridging arrangements where terminal/project requirements differ from existing Company procedures.

E. Assurance & Operational Readiness

• Support HVPQ preparation and vessel assurance readiness.
• Support SIRE/vetting and other applicable external assurance requirements.
• Participate in HSE audits, inspections and operational readiness reviews.
• Monitor closure of HSE observations and actions before commissioning and commencement of operations.
• Support HSEQ aspects of vessel delivery, handover and transition into normal operations.

F. General Ship-Management HSE Support

As part of the HSEQ & Audit Division, support other fleet and ship-management activities as assigned, including:

• Vessel HSE support and operational queries.
• Incident and near-miss review, investigation and follow-up.
• Risk assessment and MOC review.
• Internal and external audits and inspections.
• Emergency response activities.
• HSE performance monitoring and reporting.
• Fleet safety campaigns, lessons learned and safety initiatives.
• Review and continuous improvement of Company SMS procedures.
• Other HSEQ duties according to operational requirements.

3. Key Interfaces

The position will work closely with:

• HSEQ & Audit Division;
• Marine, Technical and Seafarer/Crewing functions;
• Owners, terminal and charters organisation;
• Vessel and newbuilding teams;
• Terminal and other project stakeholders;
• Classification Society and Safety Case consultants;
• Relevant Singapore authorities; and
• Other internal and external stakeholders as required.

4. Qualifications & Experience

Essential

• Degree, diploma or recognised professional qualification in Marine, Engineering, Safety, HSE or equivalent.
• Relevant experience in LNG shipping, FSRU, LNG terminal, offshore/process industry or other comparable high-hazard operations.
• Good practical knowledge of safety management systems, risk assessment, incident investigation and emergency response.
• Experience participating in HAZID, HAZOP, risk assessment or similar safety studies.
• Ability to review operational and technical procedures from an HSE perspective.
• Strong communication, coordination and stakeholder-management skills.
• Ability to work independently and effectively within multidisciplinary project and operational teams.

Highly Desirable

• Previous LNG vessel, FSRU or LNG terminal experience.
• Seagoing LNG experience or equivalent operational background.
• Process safety / Major Accident Hazard management experience.
• Knowledge of Singapore WSHA/MHI requirements.
• Experience with Safety Case regimes.
• Familiarity with MAH Register, SCEPS and SCTA methodologies.
• Experience with OCIMF/SIRE/HVPQ requirements.
• Experience dealing with regulators, Classification Societies, terminals and major energy operators.

5. Key Competencies

6. Initial Assignment Priorities

The initial focus will include:

1. Familiarisation with MOLGSM fleet operations, unified SMS and HSEQ governance.
2. Supporting development and implementation of the FSRU scope of the MHI Safety Case
3. Supporting MAH, SCEPS, SCTA and associated safety studies.
4. Establishing the interface between MOLGSM’s SMS and the project-specific requirements.
5. Supporting project MOC and risk-management activities.
6. Developing terminal and emergency-response interface arrangements.
7. Supporting HVPQ, assurance and operational readiness.
8. Establishing sustainable HSE support arrangements for the FSRU following commissioning.

7. Assignment Flexibility

The position will have primary focus on the FSRU project, while remaining part of the HSEQ & Audit Division and supporting wider fleet and ship-management requirements according to operational priorities.

The balance of responsibilities may evolve as the FSRU project progresses from development and commissioning into steady-state operations.
