Human Resources Specialist- Recruiting (In Person)

The Human Resources (HR) Specialist supports the recruitment, selection, and onboarding of qualified candidates to meet the workforce needs of Thurston-Mason Behavioral Health Administrative Service Organization (TMBH-ASO) and Olympic Health & Recovery Services (OHRS). Serving as a key partner in talent acquisition, this position coordinates and administers recruitment activities, develops candidate pipelines, facilitates hiring processes, and promotes a positive candidate experience.

Who are we? Thurston Mason Behavioral Health Administrative Organization (TMBH-ASO) and Olympic Health and Recovery Services (OHRS) is a quasi-governmental organization that is responsible for the network of behavioral health crisis services in Thurston and Mason counties and is a licensed behavioral health agency with multiple programs assisting the most vulnerable population in our community through crisis services, jail services, hospital diversion, housing, and houseless outreach.

What are the benefits? Salary range is $33.72 - $43.35 hourly, negotiable based on experience.

This is a Monday-Friday 8am-5pm schedule, in person, with some hybrid remote work opportunities upon satisfactory completion of 6-month probationary period.

MAJOR RESPONSIBIITIES:

Recruiting and Onboarding

  • Responsible for the talent acquisition process which includes consulting with supervisors and executive leadership on needs of positions, development of recruiting strategies, coordination with candidates, and creating a positive experience throughout the onboarding processes.
  • Source and screen candidates utilizing various platforms to ensure qualifications, skills and organizational fit.
  • Coordinate and participate in interviews, hiring events, career fairs, and recruitment outreach activities.
  • Responsible for scheduling, preparation and processing of new employee on-boarding process. Collects required documentation, certifications and licenses, as required by position.
  • Ensure a positive candidate experience through timely communication and professional interactions throughout the hiring process.
  • Track recruitment metrics and provide reports on applicant flow, vacancies, time-to-fill, and hiring outcomes.
  • Prepare and process employment offers, pre-employment screenings, background checks, and onboarding documentation.
  • Facilitate new employee onboarding and orientation to support successful integration into the organization.
  • Updates and maintains employee information in Human Resources Information System (HRIS) Paycom, Relias Learning Management System (LMS), as well as a variety of confidential and sensitive electronic and hard copy records and files.
  • Ensure compliance with federal, state, and local employment laws, Equal Employment Opportunity (EEO) requirements, and organizational policies.

General HR Administration

  • Reviews timecards for payroll processing. Provides support to employees and supervisors for corrections and advises on payroll policies. Submits payroll actions as required.
  • Tracks and manages employee training, credentials, compliance requirements, and related records; maintains databases and reporting systems; coordinates required compliance screenings and background checks; communicates compliance updates; and analyzes data to recommend process improvements.
  • Responds to general inquiries and provides routine information to employees and managers on HR matters which may include TMBH-ASO/OHRS policies, procedures, and practices.
  • Composes letters and memos. May coordinate agenda items, create documents and brochures, presentation items, or various other products.
  • Assists in the development of office policies and procedures.
  • Performs other duties as assigned.
