Summary

Duties and Responsibilities:

  • Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability

  • Manages multiple technology projects simultaneously

  • Supports and drives timely implementation of projects, within budget, and holding to scope

  • Works directly with IT staff and business units to prioritize tasks and assignments on projects

  • Provides accurate and timely status reporting and oversee project management metrics

  • Coordinates closely with IT and human resources to ensure the right resources are assigned to the projects to meet project goals

  • Facilitates and leads various types of meetings and presentations

  • Builds, tracks, and updates project schedules; oversee project estimations and staffing

  • Resolves escalations/jeopardy's identified by project teams, and escalate to management when necessary for prompt resolution

  • Performs timely and accurate project status reporting to all project stakeholders

  • Develops IT specific project management tools and templates

  • Maintains a repository of project management related documents for use throughout the project

  • Collaborates with vendors to assess requirements and ensure functionality

  • Elicits, analyzes, and documents business requirements and processes as needed

  • Maintains a close working relationship with management of all departments

  • Performs other related technology duties and projects as assigned

Minimum Qualifications:

  • Graduation from an accredited college or university with a Bachelor Degree in Business, Computer Science or a closely related field, and 5-7 years' of Project Management experience in a technology environment; or an equivalent combination of education and experience

  • Must have a Project Management Professional (PMP) certification

  • Must have experience managing IT projects and working with technology vendors

  • Strong knowledge of information technology industry and an understanding of fundamental project management methods and tools; thorough knowledge of fundamental business analysis methods and tools

  • Excellent skill in project management; strong skill in planning, organization, customer service, and troubleshooting; skill in effective business management

  • Ability to represent the County in a professional and effective manner; ability to interpret and explain policies and procedure; ability to facilitate meetings with little or no oversight and have outstanding follow up; ability to show assertiveness, leadership, problem-solving skills, and team-building; ability to persuade and influence others, drive collaboration, achieve effective solutions, and manage multiple projects simultaneously; ability to effectively communicate complex ideas in a clear and concise manner across functional and technical departments, both verbally and in writing; ability to establish and maintain effective working relationships with co-workers, stakeholders, County employees, Elected/Appointed Officials, outside organizations and agencies, vendors and the general public

  • Demonstrates technological intuitiveness

  • Must secure and maintain a favorable background investigation and clearance

  • Must clear a pre-employment physical and a pre-employment drug screen test

  • Required to be on call 24 hours

  • Must be available for onsite work at any time

  • May be required to work more than 40 hours during the workweek

  • May be required to work weekends

  • This position may need to satisfy the requirement of completing and passing an assessment during the employment process Preferred Qualifications: Project Management Office (PMO) experience

  • Must live within 75 miles of Bexar County

  • Constantly working in indoor / telework conditions

  • Frequently moves items weighing up to 10-15 pounds

  • Occasionally moves objects weighing up to 15-30 pounds

  • Occasionally move about the office / telework office

  • Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner

  • Constantly operates a computer and other office productivity machinery

  • Positions self to perform essential functions of the job in an office / telework environment

  • Must be able to remain in a stationary position

  • Flexibility to achieve performance excellence in a telework arrangement

  • Maintains County-issued equipment, software, data and supplies
