Manager, BSA/Fraud (73548)

POSITION PURPOSE

The Compliance & Risk department is responsible for maintaining regulatory compliance, risk identification and mitigation, vendor management, dispute resolution, member complaint review, quality control, BSA/fraud monitoring and reporting.

The BSA/Fraud Manager will support the VP of Compliance and Risk with the daily operation and administration of JHFCU’s Bank Secrecy Act/Anti-Money Laundering and Fraud Program responsibilities. Accepts the responsibility of the identification, measurement, and monitoring of BSA/AML/OFAC risks. This position oversees the process for investigation and processing of fraudulent, illegal, or improper activities by employees and/or members of the credit union and the prevention and recovery of losses caused by such activities. The BSA/Fraud Manager adheres to regulations and organizational policies, maintaining awareness and knowledge required to perform the duties of the position, including all aspects of the Bank Secrecy Act and related regulations, such as OFAC, and the USA Patriot Act, Fair Lending and Information Security.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

SERVICE:

RESPONSIBILITIES:

BSA/AML PROGRAM MANAGEMENT

  • Oversees the ongoing review and standardization of JHFCU BSA policies, procedures and other related documentation to ensure content is accurate, compliant and current.
  • Manages ongoing updates to the BSA Risk Assessment and Control Effectiveness testing/documentation processes.
  • Assists with BSA/AML and Fraud functions by performing routine reviews to identify trends, suspicious activity, and compliance concerns.
  • Reviews employee accounts for suspicious activity.
  • Maintains documentation and records supporting BSA/AML investigations, reporting, and compliance activities

REPORTING, ANALYTICS & RISK MONITORING

  • Assists with review, preparation and filing of FinCEN reports, including but not limited to currency transaction reporting (CTRs) and suspicious activity reporting (SAR).
  • Ensures regulatory filings and reporting requirements are completed accurately and within established deadlines.
  • Monitors automated BSA/AML/Fraud systems to identify and action activity requiring investigation, escalation, or regulatory reporting.
  • Uses reports, dashboards, and analytical tools to identify trends, unusual activity, emerging fraud schemes, and potential BSA/AML risks, making recommendations for further investigation or process improvements.

FRAUD PREVENTION, INVESTIGATION & RECOVERY

  • Manages fraud cases and losses that affect the credit union, its members, and/or as assigned by management.
  • Manages processing and handling of recoveries, including but not limited to restitution payments repayment from losses by individuals and outside institutions.
  • Prepares legal and fraud loss reports for management and other team members as requested.
  • Provides expertise with individualized consulting and/or written communication in Fraud Preventions to build awareness.

LEADERSHIP

  • Provides leadership, direction, and oversight to the BSA/Fraud team, ensuring timely completion of monitoring, investigations, regulatory reporting, and fraud mitigation activities.
  • Manages, coaches, and develops a team of BSA/AML and Fraud professionals through regular one-on-one meetings, performance feedback, training, and career development planning.
  • Reviews and escalates significant suspicious activity, fraud investigations, loss events, and emerging risks, providing guidance and support to team members throughout case resolution.
  • Ensures consistency and quality in investigations, case documentation, regulatory filings, and risk assessments through ongoing review, coaching, and quality control practices.
  • Fosters a culture of accountability, collaboration, and continuous improvement while promoting adherence to regulatory requirements, internal policies, and enterprise risk management practices.
  • Evaluates staffing needs and is responsible for talent management activities, including hiring, performance management, employee development, succession planning, and disciplinary actions when necessary.
  • Monitors industry trends, regulatory developments, and emerging fraud threats, ensuring the team remains informed, trained, and prepared to respond effectively.

OTHER DUTIES

  • Remains compliant with applicable laws and regulations, including but not limited to BSA and the USA Patriot Act.
  • Ensures compliance with Credit Union standards and makes recommendations as needed.
  • Responsible for any additional duties and or responsibilities as assigned.
