Position Overview

The Procurement Specialist II provides acquisition and procurement support to the Army Medical Logistics Command (AMLC) Force Projection Directorate (FPD) in support of global medical readiness and force projection operations. The incumbent serves as a key contributor in the planning, analysis, coordination, and execution of procurement activities supporting Army Prepositioned Stocks (APS), Unit Deployment Packages (UDP), Medical Materiel Readiness Program (MMRP), Foreign Military Sales (FMS), and Medical Logistics Support Team (MLST) missions.

The position supports the acquisition lifecycle by analyzing customer requirements, identifying procurement solutions, conducting market research, and developing reports that enhance purchasing efficiency, compliance, and mission readiness.

Key Qualifications

Essential Duties and Responsibilities

Acquisition and Procurement Support

  • Collect, analyze, and validate customer requirements to support procurement and acquisition planning activities.
  • Assist Government personnel in identifying procurement strategies that meet mission requirements while complying with applicable federal regulations and policies.
  • Conduct market research and analyze procurement data to identify potential sources of supply, commercial solutions, and strategic sourcing opportunities.
  • Support procurement actions related to medical materiel, medical equipment, supplies, and mission-essential services.

Analysis and Reporting

  • Develop, maintain, and enhance acquisition reports, procurement dashboards, and analytical products used to support management decision-making.
  • Analyze procurement trends, spending patterns, delivery performance, and sourcing strategies to identify opportunities for improvement.
  • Research and troubleshoot acquisition-related issues and provide recommendations for corrective actions.
  • Compile and present procurement metrics, findings, and recommendations to AMLC leadership and stakeholders.

Mission Support Operations

  • Support procurement activities associated with worldwide force projection, readiness, sustainment, contingency, and deployment operations.
  • Coordinate with logistics, supply, contracting, and program management personnel to ensure timely acquisition support.
  • Participate in planning meetings, requirement reviews, and procurement coordination efforts supporting FPD missions.
  • Assist in developing documentation supporting procurement requirements, acquisition packages, and contract actions.

Process Improvement and Compliance

  • Assist in developing and updating procurement procedures, manuals, standard operating procedures (SOPs), and process improvement initiatives.
  • Ensure procurement activities comply with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Department of Defense (DoD), and Army acquisition policies.
  • Support internal controls, audits, and procurement reviews to ensure accountability and regulatory compliance.
  • Recommend process enhancements that improve acquisition efficiency, transparency, and customer support.
