Program Manager Issuer Partnerships
Own issuer and processor partnerships from onboarding through launch and steady-state operations, coordinating cross-functional teams to deliver compliant, scalable card experiences.
Responsibilities
- Own a portfolio of issuer and processor relationships end-to-end, including governance, escalations, contract changes, and business reviews.
- Drive partner onboarding and product launches, including diligence, technical integration, BIN setup, approvals, pilot scope, and launch readiness.
- Translate partner requirements into actionable internal plans and accelerate decisions across Product, Engineering, Compliance, Risk, Legal, Operations, and Finance.
- Drive execution against the Issuing roadmap, define milestones, surface risks, make tradeoffs, and align stakeholders on timelines and dependencies.
- Build partner operating mechanisms including SLAs, oversight reporting, incident handling protocols, and audit-ready documentation.
- Advise senior leadership on regulatory developments, partner selection, sequencing, and tradeoffs.
- Communicate clearly with executive stakeholders and apply AI-powered tooling to reporting, diligence, and document review.
Requirements
- 8+ years of program or product operations management in fintech, issuing, banking, or payments.
- Senior-level experience independently owning bank partner and/or card processor relationships.
- Knowledge of card issuing economics, BIN sponsorship models, Visa/Mastercard network rules, and consumer card regulation.
- Track record leading complex cross-functional programs through ambiguity with ownership of strategy, timelines, scope, and risk.
- Experience designing scalable governance, SLA, reporting, incident response, and playbook mechanisms in regulated environments.
- Exceptional stakeholder management, communication, influence, judgment, and executive partner relationship skills.
- Builder mindset, comfort with ambiguity and rapid iteration, and hands-on execution in 0-to-1 environments.
- Experience launching consumer financial products with multiple bank or processor partners is preferred.
- Compliance program management or regulated fintech partner oversight experience is preferred.
