About the team & project
The IT Delivery & Transformation team is delivering a range of exciting projects and programs across DCCEEW. As the team continues to grow, we are seeking an experienced Senior Business Analyst to join us and support the delivery of the Wildlife and Plant Licensing System (WPLS) by leading business analysis activities for the migration of wildlife and plant licensing data from legacy systems to the new platform. You will work closely with business stakeholders, technical teams and delivery partners to define migration requirements, resolve data quality issues, and ensure migrated data is accurate, complete and fit for purpose.

About the role

As a Senior Business Analyst (Data Migration Specialist), you will play a key role in delivering data migration and transformation initiatives across the organisation. Working closely with business stakeholders, project teams, technical specialists and vendors, you will lead business analysis activities to ensure data migration requirements are clearly defined, documented and successfully delivered.

You will act as the critical link between business and technical teams, facilitating data discovery, analysis and mapping activities to support the migration of data from legacy systems to target platforms. The role is responsible for defining business rules, identifying and resolving data quality issues, and ensuring migrated data is accurate, complete and fit for purpose.

In addition to data migration, you will facilitate workshops, analyse and streamline business processes, gather and document requirements, and support the delivery of efficient and effective business solutions aligned with organisational objectives.

About You

To be successful in this role, you will bring:

  • Demonstrated experience delivering business analysis services on complex data migration, digital transformation or system implementation projects.
  • Strong experience analysing legacy and target systems, including data mapping, data profiling, transformation rules, reconciliation and validation activities.
  • Proven ability to engage with stakeholders to understand business needs and translate them into clear, structured business and data requirements.
  • Experience facilitating workshops and collaborating with business and technical stakeholders to define migration requirements, business rules and future-state processes.
  • Strong analytical and problem-solving skills, with experience identifying data quality issues and supporting data cleansing and remediation activities.
  • Experience analysing and documenting business processes, identifying improvement opportunities, and supporting solution design and implementation.
  • Demonstrated ability to undertake process re-engineering activities, including documenting As-Is and To-Be processes and driving process improvement outcomes.
  • Excellent communication and stakeholder management skills, with the ability to influence and build effective working relationships across multidisciplinary teams.
  • Experience using business analysis and collaboration tools such as JIRA, Confluence, Visio or similar platforms.
  • Knowledge and experience working within Agile, Waterfall or hybrid project delivery environments.

Desirable

  • Experience supporting large-scale enterprise data migration projects.
  • Experience working with ERP, CRM, HRIS or other enterprise platforms.
  • Understanding of data governance, data quality and information management principles.

Essential requirements

  • Tertiary qualifications or equivalent professional experience in business analysis, business process improvement, or related disciplines.
