Senior Compliance Manager (Banking/Perm)
Key Responsibilities
1. Compliance & Regulatory Oversight
- Provide compliance oversight to safeguard the Bank’s reputation and ensuring adherence to regulatory requirements including promoting best practices and awareness of MAS laws and regulations (AML/CFT and non-AML related) across the Bank.
- Act as the primary liaison with MAS, ABS and other regulators for clarifications on compliance matters, including Banking Act, MAS Notices, Guidelines and Circulars.
- Develop, review and update compliance-related policies and procedures to ensure alignment with applicable law, MAS regulatory requirements, industry best practices and the Bank’s actual operational practices.
- Review proposed new or amended internal policies and procedures to ensure consistency with applicable laws and regulatory requirements, as well as coherence and alignment with the Bank’s existing internal regulatory framework.
- Work closely with business units to monitor compliance with new and existing regulations and provide timely advice on regulatory compliance issues.
2. KYC, AML/ CFT & Sanctions Operations
- Oversee and conduct customer due diligence (CDD) and enhanced due diligence (EDD) for new and existing customers, ensuring that customer risk assessments and due diligence standards are appropriately applied.
- Oversee and perform transaction monitoring, investigate suspicious activities, close false alerts and escalate cases for further review, and ensure timely escalation and regulatory reporting where required.
- Oversee and assess potentially suspicious activities and ensure timely escalation and filing of Suspicious Transaction Reports (STRs) and other regulatory reports, where required.
- Oversee sanctions and screening controls, including customer and transaction screening, escalation of potential matches, and assessment of sanctions-related risks arising from customers, counterparties and transactions
- Ensure compliance with MAS AML/CFT requirements and the bank’s internal AML/KYC policies.
- Design and deliver AML/CFT and compliance training programs for staff, including onboarding orientation for new joiners.
3. Audit & Governance
- Liaise with external auditors and regulators on queries, audits, inspections and licensing matters.
- Serve as the primary lead for outsourced internal audit service providers, by defining audit scopes, reviewing audit findings, monitoring remediation progress, and ensuring high-quality audit execution.
4. Risk Management, Reporting & Projects
- Lead compliance-related risk assessments such as Enterprise-Wide Risk Assessment (EWRA), gap analyses and control evaluations to strengthen the bank’s compliance framework.
- Prepare and present compliance reports to senior management and the Board, highlighting key risks, regulatory updates and remediation measures.
- Participate in compliance-related projects, regulatory reviews, and new product assessments from a compliance perspective.
- Identify, assess and escalate actual or potential regulatory breaches and compliance incidents, and oversee appropriate remediation and regulatory notification/reporting where required.
Key Requirements
- Bachelor’s degree in Law, Finance, Business or related discipline.
- Minimum 10 years of relevant compliance or risk & control experience in banking or financial services.
- Strong understanding of the Banking Act and applicable MAS regulations, particularly in relation to AML/CFT, sanctions, governance and regulatory compliance; familiarity with other relevant financial services legislation would be advantageous.
- Professional certifications such as Certified Anti-Money Laundering Specialist (CAMS), ICA Diploma in Compliance or equivalent are highly advantageous
- Hands-on experience in KYC/CDD, AML investigations, transaction monitoring, and preparation of Suspicious Transaction Reports (STRs).
- Demonstrated ability to exercise independent judgement, collaborate with business and senior stakeholders, and communicate material compliance issues clearly to senior management with strong interpersonal skills.
- Ability to deliver practical, risk-based compliance solutions that enable business objectives while maintaining effective regulatory compliance and internal controls.
- Strong English oral and written communication skills with proven ability to engage regulators and stakeholders.
- Advanced proficiency in Microsoft Office; familiarity with compliance monitoring tools and AML systems is preferred.
