Summary

Senior Data Governance Officer establishing and embedding CASA's enterprise data governance framework, including data ownership, stewardship, metadata and decision-rights across key datasets and systems. Partners with the Data Council, business areas and ICT stakeholders to support aviation safety oversight, data quality, assurance and regulatory decision-making.

Salary: $120,448 - $140,835 + 15.4% superannuation

The Role
The CASA Senior Data Governance Officer plays a critical role in strengthening the governance, clarity and accountability of organisational data to support CASA’s safety oversight, regulatory decision making, risk management, assurance activities and reporting obligations. Operating within the Safety, Risk and Intelligence Branch, the Senior Data Governance Officer is responsible for establishing, maintaining and embedding effective data governance arrangements across key systems and datasets. This includes defining data ownership and stewardship, maintaining data definitions and metadata, and supporting governance decision-making to ensure data is clearly understood, appropriately managed and fit for purpose.

The Senior Data Governance Officer operates with a high degree of autonomy under limited direction, exercising sound judgement to support CASA divisions in addressing complex, non-routine data governance issues and deliver high quality outcomes that contribute to CASA’s strategic and operational objectives. The role requires strong analytical capability, stakeholder engagement skills, and an understanding of how clear data governance underpins effective data quality, risk management and regulatory decision making. The position is expected to work ordinary hours in accordance with CASA’s enterprise agreement. From time to time, reasonable additional hours may be required, however this is regarded as the exception.

As the Senior Data Governance Officer you will need to:

  • Develop, implement and maintain CASA’s data governance framework, including data ownership, stewardship, decision-rights and escalation pathways.
  • Establish and maintain clear data ownership and stewardship arrangements across key datasets and systems.
  • Develop, maintain and govern enterprise data definitions, data dictionaries, metadata and lineage artefacts.
  • Support governance forums (including the Data Council) and decision-making processes related to data, information and system changes.
  • Provide advice on data governance implications associated with new systems, enhancements, migrations or changes to data collections.
  • Work with business areas to embed data governance requirements into operational processes and practices.
  • Collaborate with Senior Data Quality Officers to ensure governance arrangements support effective data quality monitoring and remediation.
  • Provide advice on legislative, regulatory and policy obligations related to information and data management.
  • Prepare high-quality briefing material, reports and analysis products for Executives and governance forums.
  • Assist with assurance, audit and compliance activities as required, including evidence provision and internal reporting.
  • Build workforce capability and foster a collaborative team environment through coaching and mentoring staff, providing performance feedback, supporting professional development, and managing conflict in a timely and constructive manner.
  • Operates under general direction and is guided by CASA legislation, policies, procedures, and precedents.
  • Promote a culture of data accountability, clarity and transparency across CASA.
  • Build and maintain productive working relationships with operational, regulatory, enabling and ICT stakeholders.
  • Maintaining a positive health and safety culture, including psychosocial wellbeing in the workplace and providing input, where appropriate, into decisions that may impact upon personal health, safety and wellbeing in the workplace.

Ideal Candidate
Our ideal candidate must demonstrate the following:

  • Demonstrated experience in data governance, information management, analytics, risk or a related discipline in a complex organisational environment.
  • Sound understanding of data governance principles, including data ownership, stewardship, metadata and decision-rights.
  • Ability to interpret and apply legislative, regulatory and policy requirements related to information and data management.
  • Strong analytical skills with the ability to identify governance gaps, risks and improvement opportunities.
  • Demonstrated ability to influence and coordinate across business areas without direct authority.
  • Ability to produce high-quality reports and briefing material suitable for Executive and governance audiences.
  • Strong written and verbal communication skills, with the ability to communicate governance concepts to non-technical stakeholders.
  • High attention to detail and a strong commitment to clarity, accountability and sound governance practices.
  • Ability to work independently under limited direction and manage competing priorities.
  • Demonstrated ability to exercise initiative, judgement and problem-solving skills where established procedures may not fully cover the circumstances.

Mandatory qualifications, licenses and experience

  • Tertiary qualifications, or equivalent experience, in information management, data, business, risk, governance, ICT or a related discipline.
  • Demonstrated experience working with data governance or information-management practices in a regulated, risk-focused or complex environment.

Desirable qualifications, licenses and experience

  • Experience in a regulatory, safety-critical, government or critical infrastructure context.
  • Training or certification in data governance or data management frameworks (e.g. DAMA-DMBOK).
  • Experience supporting audit, assurance or compliance activities.

Eligibility Requirements
Employment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988 (the Act) and the CASA Enterprise Agreement. The following eligibility requirements apply to this position:

  • At a minimum, prospective CASA employees must undergo pre-employment screening and must be willing to provide the required information to successfully undergo a police record check.
  • The position’s occupant must be an Australian citizen with the ability to obtain and maintain the level of security clearance as required.
