Senior TPM leading medium-to-large technology programs in Hong Kong for Manulife's local business, coordinating local/offshore dev teams and external vendors while driving cross-squad delivery across SDLC, Agile, DevOps, and CI/CD initiatives.
Senior Technical Program Manager
Position Responsibilities:
Lead medium-to-large technology programs and projects
Coordinate local and offshore development teams and manage external vendors
Drive cross-squad and cross-functional initiatives within the Hong Kong business
Ensure successful delivery against timelines, scope, and business objectives
Work closely with business units, technology teams, and senior leadership
Influence decision-making and align stakeholders on priorities and outcomes.
Communicate technical vision, delivery status, risks, and solutions effectively
Understand software development lifecycle (SDLC), modern software architectures, Agile, DevOps, CI/CD, and test-driven development
Guide technical teams while balancing business needs and technical constraints
Support technology transformation and digital initiatives
Possess strong knowledge of risk management, security, compliance, and audit requirements
Monitor KPIs, service quality, operational risks, and governance controls
Drive process improvements and operational excellence
Required Qualifications:
Bachelor’s degree in Computer Science, Information Technology, Information Management, Software Engineering or related field (or equivalent experience)
10+ years of IT experience in areas such as application development, infrastructure, IT service delivery, or security projects
Proven track record delivering programs/projects in multinational organizations
Strong communication, influence, negotiation, and leadership skills
Experience managing distributed teams and vendors
Good English and Chinese communication skills
Preferred Qualifications:
- Insurance industry experience
- Regional or Asia-wide program exposure
- Experience implementing IT service KPIs and governance frameworks
- Technical knowledge across infrastructure, networking, databases, middleware, applications, and security domains
- Compliance and audit experience
