Staff Specialist, Mobile Service Planning
Summary
Technical lead and planner for Singtel's mobile (4G/5G) service capabilities, designing and managing the Policy Control Function and Real-time Charging platforms end-to-end. Drives platform strategy, lifecycle, architecture, and cybersecurity while coordinating with vendors, product, and engineering teams.
Industry technology leader delivering cutting edge 5G mobile service differentiation and monetisation capabilities such as the:
- Technical lead to design, solution and create new service capabilities and features. Scope extends across mobile data control (Quantity, Time, Application, QoS and Network Slicing) and exposure of service capabilities (Catalog based charging, offer provisioning, Quality-on-demand).
- Planner and Project Manager for Policy Control Function and Real-time Charging platform. Accountable for the platform strategy, life cycle management and technology refresh for service continuity, resiliency and cybersecurity.
Make an impact by:
- Technical Lead and planner for cross functional stakeholders on the E2E design, planning, solutioning and lifecycle of platform and related Postpaid Mobile services.
- Work closely with Vendors/Partners, Product Development, other Engineering units and Operations for related system implementations and change requests.
- Source, study, plan and implement future-proof platforms with new evolving features and capabilities that deliver new monetisation capabilities.
- Design future proof, resilient and secure system architecture across network functions.
- Ensure end-to-end tests and validations for service continuity, resiliency and cybersecurity.
- Deliver project within timeline and resource to meet business requirement with technical excellence
- Carry out any other duties as assigned by supervisors
Skills for Success:
- Degree in Engineering majoring in Telecommunications/Mobile communications, System Engineering or IP Networking.
- Working experience in computer networking or the telecommunications industry, especially in the role of System Architect, Planner or Project Manager.
- Passionate towards evolving mobile technologies and systems.
- Knowledge of 4G and 5G telecommunications technologies, System Engineering and Networking Protocols. Knowledge of service capabilities such Network Slicing, Real-time Policy, Charging Control, Network Exposure capabilities exposure are advantageous.
- Good business acumen and strategic thinking.
- Ability to communicate and conduct presentation effectively in both verbal and written English.
- Basic understanding of legal contracts, procurement and financial capabilities in managing capital and operational expenditures.
- Good interpersonal skills, leadership qualities and strong teamwork are essential.
